State-owned Bharat Petroleum Corporation Ltd., or BPCL has picked Andhra Pradesh for setting up a new oil refinery-cum-petrochemical complex, which perhaps may be the last greenfield project before India transitions to clean energy sources. In a stock exchange filing, BPCL said its board at a meeting on Tuesday "accorded its approval to commence pre project activities for setting up of a green field refinery cum petrochemical complex in East Coast at Andhra Pradesh at an estimated cost of Rs 6,100 crore." The pre-project activities include initial studies, land identification, and acquisition, preparation of detailed feasibility report, environment impact assessment, basic design engineering package, and front-end engineering design, it said. The firm, however, did not reveal the capacity or the timelines for completing the project. BPCL, which lost one of its four oil refineries to Oil India Ltd., in the aborted privatisation plan, has lined up Rs 1.7 lakh crore of investment for expanding its core oil refining and fuel retailing business as well as in new energy ventures. "To meet the anticipated demand beyond our planned expansions in Bina and Kochi (refineries), we are actively evaluating options for setting up additional integrated refining and petrochemical capacities in the next 5-7 years," Chairman G Krishnakumar had stated on Aug. 30. BPCL had to give up its Numaligarh refinery in Assam to Oil India Ltd., when the government was attempting to privatise the company. The transfer was to keep the Numaligarh unit within the public sector to honour the Assam Accord. But BPCL privatisation was aborted due to lack of interest by bidders. The firm is now left with refineries in Mumbai, Bina (Madhya Pradesh), and Kochi. India -- the world's third largest oil consuming and importing nation -- has a refining capacity nearing 260 million tonne and publicly announced plans will take it to 300 million tonne by the end of the decade. Its oil demand is growing at 4-5% and the new refinery shows the country's confidence in fuel demand growth even as electric vehicles are eroding sales of oil consumption in China. Building on strong Indian energy presence, BPCL aspires to meet 7-10% of the nation's primary energy demand by 2047. BPCL is targeting net-zero carbon emissions by 2040 by investing Rs 1 lakh crore in renewable power, green hydrogen, compressed biogas, carbon capture, utilisation, and storage (CCUS), energy efficiency improvements, and carbon offsets. The company has set aggressive targets to build 2 GW of renewable energy capacity by 2025 and 10 GW by 2035. It is investing nearly Rs 1,000 crore to establish two 50 MW captive wind power plants in Maharashtra and Madhya Pradesh and is also investing about Rs 300 crore in 72 MWp of solar project in Prayagraj, Uttar Pradesh.

In this videograb, Vice President Sara Duterte again lets it all out against the first couple and their allies in the House of Representatives at an online press conference she called on Saturday, Nov. 23, 2024. MANILA, Philippines — “Is this what we want for our government? Is this what we deserve from our political leaders?” This was what law lecturer and constitutionalist Michael Henry Yusingco said about Vice President Sara Duterte’s latest rant over the weekend, in connection with the midterm and general elections in 2025 and 2028. For Yusingco, the electorate should seriously ponder on whether the country needs the same kind of leaders. READ: League of cities condemns VP Duterte’s ‘outburst’ vs Marcos “I want our voters to look at what’s happening now and really internalize it and say to themselves—do we still want to vote for these kinds of people? So definitely, this should affect the 2025 elections and 2028 elections,” the lawyer told the Inquirer. He said what Duterte did was a display of “unbecoming conduct, unbecoming behavior with their words and with their actuations.” Government officials are still expected to “display a high degree of decorum and civility,” Yusingco said. “Because we want to see from them that they are working for the people, not for themselves.” — Kathleen de Villa Subscribe to our daily newsletter By providing an email address. Nikkei index ends lower amid thinning trading activityWhy it matters: Ayar Labs, a pioneer in optical interconnect technology that leverages light to transfer data between chips, has secured $155 million in Series D funding. The round was backed by semiconductor heavyweights Nvidia, AMD, and Intel, pushing the startup's valuation beyond $1 billion as it prepares for large-scale production. Ayar Labs is making waves by shrinking fiber optic data transmission technology to the chip scale. Its flagship product, the TeraPHY optical I/O chiplet, delivers a staggering four terabits per second of bi-directional bandwidth with ultra-low latency. Even more impressive, it achieves this while consuming just 10 watts or five picojoules per byte – a breakthrough in energy efficiency at such speeds. The chiplet integrates directly into advanced chip packages, replacing traditional electrical interconnects with cutting-edge optical solutions. This innovation could be a game-changer for modern AI workloads, which demand enormous data throughput. Power-hungry GPUs driving these workloads require advanced interconnects to eliminate system bottlenecks and reduce energy consumption, making Ayar Labs' technology critical for the next generation of computing. Ayar Labs' other key innovation is the SuperNova Light Source, which supplies 16 wavelengths of light to power 16 ports and 256 data channels – delivering a total 16 terabits per second of bi-directional throughput. Designed to complement the TeraPHY chiplets in server systems, this solution offers 5 – 10x higher bandwidth, 10x lower latency, and up to 8x greater power efficiency compared to traditional electrical interconnects. "The AI workload is really breaking the back of the existing hardware, especially for interconnects," said Ayar Labs CEO Mark Wade. "We've come up with a way to replace those electrical interconnects." "The leading GPU providers – AMD and NVIDIA – and semiconductor foundries – GlobalFoundries, Intel Foundry, and TSMC – combined with the backing of Advent, Light Street, and our other investors underscores the potential of our optical I/O technology to redefine the future of AI infrastructure," he added . While fiber optics have long been used for long-distance data transmission, miniaturizing the technology to the chip scale is a major technical feat. Ayar Labs has collaborated with manufacturers like GlobalFoundries and Intel to integrate its technology into high-volume chip production, with discussions reportedly underway with TSMC, according to Bloomberg. Wade revealed that customers are already sampling the TeraPHY chiplets, with high-volume qualification anticipated by mid-2026. The company plans to use the fresh $155 million in Series D funding to scale up manufacturing and meet the skyrocketing demand for AI interconnect bandwidth. The funding round was led by Advent Global Opportunities and Light Street Capital, with significant contributions from Nvidia, AMD Ventures, and Intel Capital – marking a collective endorsement from the "big three" chipmakers. Existing backers, including Lockheed Martin Ventures, GlobalFoundries, Applied Ventures LLC, and VentureTech Alliance, also participated in the round.

Russia on Friday continued for the third year in a row with its primary winter strategy to pummel Ukraine’s power grid as freezing conditions settle ahead of the winter months in a "massive blow" to the country’s largest energy company. Moscow’s forces fired some 90 missiles, including cruise missiles, and 200 drones in one of the largest mass attacks on Ukraine’s power grid, targeting plants across Western Ukraine in the Lviv, Ternopil and the Ivano-Frankivsk regions, the Kyiv Independent reported . The severity of the attack is not yet known, though at least half of the Ternopli region was reportedly without power and equipment was said to have been "damaged" by the DTEK civilian energy company. "In total, since the beginning of the full-scale invasion, the DTEK thermal power plant has been fired upon more than 200 times." The mass attacks came after reports this week suggested that Russia could be planning another attack using its latest ballistic missile , the Oreshnik missile — which it first fired last month — to hit Ukraine. The attack could apparently happen "as soon as this weekend," according to a U.S. National Security Council official in a Friday Financial Times report . Similarly, an official told Reuters earlier in the week, "We assess that the Oreshnik is not a game-changer on the battlefield, but rather just another attempt by Russia to terrorize Ukraine, which will fail." The threat of another substantial attack comes amid concern that Russian forces are making incremental gains in Donetsk near the town of Pokrovsk, which has potentially given Moscow access to supply routes connecting the area to Zaporizhzhia, Estonian Intelligence reported on Friday. (Kostiantyn Liberov/Libkos/Getty Images) VOTERS WANT MORE US INVOLVEMENT ON WORLD STAGE DESPITE ISOLATIONIST TALK, RONALD REAGAN INSTITUTE SURVEY FINDS Though according to open-source data presented by Estonian Colonel Ants Kiviselg, head of the nation’s Defense Forces (EDE), Ukrainian forces have also successfully repelled attacks levied by Russian forces on the Dontesk town of Kurakhove, some 35 miles south of Pokrovsk, despite Russian attempts to encircle the town. "Russian occupiers are throwing all available forces forward, attempting to break through the defenses of our troops," Ukrainian army chief Gen. Oleksandr Syrskyi said in a Facebook post late Wednesday. Pokrovsk remains a key defensive post for Ukraine in Donetsk, and its fall would not only compromise Kyiv’s access to supply routes, but its ability to continue to fend off Russia’s attempts to seize the entire region. The increasing crunch Ukraine is feeling in Donetsk coincides with concerns over whether the U.S. will continue to aid Ukraine as the Trump administration is set to take office in late January. President-elect Trump has not said whether he will maintain the U.S.' ongoing level of support for Ukraine, and in an interview with Time magazine released Thursday, he criticized Kyiv’s use of U.S.-supplied ATACMS (Army Tactical Missile Systems) to hit targets in Russia . "Anything can happen. Anything can happen. It's a very volatile situation," Trump said of the war in Ukraine. "I think the most dangerous thing right now is what's happening, where [Ukrainian President Volodymyr] Zelenskyy has decided, with the approval of, I assume, [President Biden], to start shooting missiles into Russia. I think that's a major escalation. I think it's a foolish decision." Zelenskyy, along with other U.S. security experts, have long argued Ukraine should be able to attack Russia amid its yearslong deadly invasion, and that hitting weapons depots and Russian military positions used to launch massive missile and drone campaigns that target Ukrainian civilians is critical in turning the tide of the war. Caitlin McFall is a Reporter at Fox News Digital covering Politics, U.S. and World news.Quinn Ewers erased the semblances of doubt about his starting QB position during his last home game of the season. Rather, his 191 passing yards for two touchdowns created arguments against Arch Manning in the starting QB position, tipping the debate in his favor. FanSided's Wynston Wilcox suggested the Longhorns keep Arch Manning as the backup QB and "not push out Quinn Ewers because of him." All the performances Manning has given so far earned him a starting position, but the gamble of doing so when Ewers is still playing is a big risk for Steve Sarkisian. "What happens when Ewers joins an SEC foe and torches the Longhorns next season? Or even worse, what if Manning doesn’t quite look like what they want him to be? What if he’s a better backup quarterback than he is a starter?" Wilcox wrote, echoing the questions running wild in the Longhorns fans' minds. If the questions were not enough to get them thinking, Wilcox reminded them of when their age-old rivals Red River suffered through the same. "Texas should look to its Red River rival for evidence of why pulling the plug on their proven quarterback could be problematic next season," Wilcox wrote. "It’s a real possibility Ewers departs to another program and is the missing piece to get them over the hump. If Ewers enters the transfer portal his phone would blow up from all the calls he’s going to be getting to lure him to a prospective program." Quinn Ewers might stay in college for another year Texas had a smooth and simple plan to replace Ewers with Manning when the latter first came to Texas, expecting Ewers to enter the draft. He didn't, making that equation go haywire. This season isn't bringing much good news for them either as Ewers's draft stock is taking a hit. It makes up for a solid possibility of Ewers choosing to stay another year in college. So, if Sarkisian pulls the plug on Ewers now, the likes of Ewers shifting to another program are likely. "Oklahoma turned to Jackson Arnold and that was a mistake. At one point, Arnold was benched this season for a true freshman to replace him. That’s not quite what the Sooners envisioned when they groomed him to replace Gabriel," Wilcox writes. "Texas could have that same fate. Arnold, too, was a five-star prospect in high school like Manning. For what it’s worth, Manning is better than Arnold, at least he’s shown more potential. But there’s still the chance he’s not better than what Ewers would have been. Texas is sending subliminal signs that they’re ready to turn to Manning, it could come back to haunt them." Coach Sarkisian undoubtedly knows what he's doing, and he has also shown his undivided support to Ewers in every conflicting situation until now -- but next year might pose different questions for the Longhorns. With Ewers injured , Sarkisian might be forced to answer the question differently.

NASCAR's ongoing legal tussle with 23XI Racing and Front Row Motorsports has taken a fresh turn as the organization officially responded to newly re-filed motions from the two teams. These motions are part of a broader legal dispute, anchored in accusations of monopolistic practices by NASCAR, especially concerning its charter system. The plaintiffs have escalated their efforts by renewing a Motion for a Preliminary Injunction. The latest move by 23XI Racing, co-owned by NBA legend Michael Jordan and NASCAR driver Denny Hamlin, and Front Row Motorsports came on the Tuesday before Thanksgiving, raising eyebrows within NASCAR for its timing. The organization perceives this as a deliberate effort to exploit the lack of working days due to the holiday, thereby limiting NASCAR's response time. Chris Yates, an attorney representing NASCAR, criticized the teams and their attorney, Jeffrey Kessler, for timing that he describes as a "tactical delay." He further stated : "Plantiffs' motion to expedite should be denied. Plaintiffs tactically delayed filing their new motion for a preliminary injunction for over a week, intentionally dropping it on NASCAR and the Court on the eve of the Thanksgiving holiday after first posting about it on social media many hours before filing." Judge Frank D. Whitney, who is overseeing this case, adjusted NASCAR's timeline, extending the deadline from December 6 to December 9, accounting for the holiday-induced constraints. Additionally, following NASCAR's response, the teams have until December 12 to file their reply, after which oral argument dates will be determined by the court. This follows the initial motion's denial in November, the subsequent filing of an appeal by the teams, and NASCAR's removal of a contentious clause from the Open Team Agreement that initially barred teams from pursuing antitrust lawsuits. The root of this legal battle comes from NASCAR's charter system, which both 23XI Racing and Front Row Motorsports argue have monopolistic elements that stifle competition. They contend that the system grants specific advantages and guarantees to chartered teams—advantages that open teams, which must qualify for each race, do not enjoy. Adding urgency to the situation are pending agreements for additional charters from the now-defunct Stewart-Haas Racing, which the teams need to finalize within tight deadlines. The success of their motion for a preliminary injunction carries significant weight on their ability to close these deals. The implications extend to sponsorship commitments and driver contracts, such as those of 23XI Racing's Tyler Reddick, who can potentially exit his contract if not assured of a chartered entry.

Football: Fairview’s title hopes fall short in the semisA technical snafu briefly grounded American Airlines flights across the US on Christmas Eve. American Airlines tells The Register that the technology issue impacted systems necessary for flight releases. In response, the FAA reports that the airline requested a nationwide stop order, which began around 1150 UTC and lasted about an hour. In a statement, the US' largest airline blamed a "vendor technology" issue for the disruption, but didn't name and shame any specific provider. "That issue has been resolved and flights have resumed. We sincerely apologize to our customers for the inconvenience this morning. It's all hands on deck as our team is working diligently to get customers where they need to go as quickly as possible," an American Airlines spokesperson told The Register in an email. American Airlines didn't address El Reg's questions as to whether resolving the issue could result in additional delays or disruptions over the holiday season. The airline is encouraging customers to use their mobile app or visit their website for information on how the outage may have affected their flights and connections. The incident comes amid one of the busiest travel seasons of the year, with the Transportation Security Administration (TSA) expecting to screen nearly 40 million passengers over the peak Christmas and New Year's travel period. As technology relayed travel disruptions go, an hour-long grounding is far from the worst. Over the past few years, we've seen numerous situations in which IT failures have left millions stranded. Two years ago, an IT meltdown at Southwest Airlines left roughly 2 million travelers stranded as crews were forced to schedule flights manually in what was later described as an "extraordinarily difficult" and "tedious, long process." More recently, the now infamous Crowdstrike outage brought much of the IT world to a standstill. It is estimated the flawed update to the Falcon thread-detection system crashed and disabled more than 8 million Microsoft Windows machines around the world. Among them were more than 37,000 systems operated by Delta Airlines. The incident resulted in travel delays for more than 1.3 million people, the airline later revealed. ®

Traditional alarm systems may not provide adequate communication during emergencies, making voice evacuation systems a cost-effective and necessary investment for buildings of all sizes. Customization is a crucial factor, with prefabricated messages and custom content available to cater to specific building needs. Audio quality, initial financial investment, and necessary equipment are essential considerations in the decision-making process. Professional installation services ensure seamless communication and interoperability with existing building technologies, including building management systems, elevators, and smart building technologies. Voice evacuation systems are increasingly important in private buildings, residential areas, public sector undertakings, industrial units, government establishments, and new age buildings. The safety and wellbeing of individuals, corporate social responsibility, and strict safety laws are driving the industry shift towards voice evacuation systems. Existing buildings may require retrofitting with voice evacuation systems, posing challenges related to existing building technologies, communication protocols, and compatibility with proprietary technologies. Critical infrastructure and converging technologies, such as building automation systems, elevators, and real-time monitoring, are essential considerations in the adoption of voice evacuation systems. The voice evacuation system market is continually evolving, with innovative technologies addressing consumer requirements and addressing the unique needs of various sectors. Detectors, preloaded messages, and modern designs are essential components of voice evacuation systems, ensuring effective and efficient evacuation during emergencies. The understanding of risks, social considerations, and the ageing population, disabilities, and impairments are crucial factors in the design and implementation of voice evacuation systems.
