Carter spoke fondly of his family's roots in Virginia. One of his ancestors, Thomas Carter, came to Virginia from England in 1635. The Carters spent the first two years of their married life in Norfolk as Carter embarked on his Navy career, serving as an ensign on the USS Wyoming. TIMES-DISPATCH During a campaign stop in Norfolk in September 1976, Carter said he and his wife moved to Norfolk four days after they were married in July 1946. Their first son, Jack — now 77 — was born at the Naval Medical Center in Portsmouth in July 1947. In November 1976, weeks after Carter was elected president, Richmond Times-Dispatch reporter Wilford Kale interviewed three Norfolk residents who had known the Carters in the 1940s. The Carters lived in the Bolling Square Apartments on Buckingham Avenue and were saving their money to buy a Buick. Their one-bedroom apartment rented for about $100 a month. Kale noted that in Carter's book "Why Not the Best?" the future president wrote that when he served on the Wyoming, he was paid $300 per month. Beyond the rent, he paid $54 for his food aboard the ship and $75 for a war bond, leaving $71. Donald Cottingham served as a junior officer with Carter on the Wyoming, a former battleship that had been converted as an experimental vessel on which the Navy tested prototypes of electronics, gunnery and other equipment. Cottingham said the ship was known as the "Chesapeake Bay Raider" because it headed out into the bay on a Monday and would return on a Friday. Cottingham said he and his wife, Christine, socialized with the Carters and other young couples during those postwar days. Christine Cottingham showed the reporter a small green autograph book that she used as a guest book at parties. One of the pages was marked "Mrs. and Mr. J.E. Carter Jr. Plains Ga. 5-12-48." Christine Cottingham said the Carters were not along one night when the young couples went to a familiar haunt at the Officers' Club, which they dubbed the "Wyoming Room." "We were having a ball, but the Carters were not with us. So, we decided to send them a collect telegram, saying that we would all be over soon to have a drink with them," she recalled. "It was about midnight, and we were all happy and having a good time," she said. "Well, we really didn't get over there until later and when we arrived" around 2 a.m., "our telegram was plastered on the front door (of the apartment complex) and written on it was: 'Go home. You are not welcome!' " The Carters left Norfolk in 1948, when he was accepted for submarine duty. "We weren't thinking of Jimmy or anyone else becoming president," Donald Cottingham recalled. "As ensigns, what we were thinking about was becoming lieutenant." When Carter’s father, James Earl Carter Sr., died in 1953, he was released from the Navy and returned to Plains, Georgia, where he took over the family’s peanut farming business. Carter served on the local board of education, in the Georgia state Senate from 1963 to 1967 and as Georgia’s governor from 1971 to 1975. As he contemplated a bid for national office, Carter came to Virginia and campaigned for Henry Howell's bid for governor in November 1973. During his 1976 presidential run, Carter made multiple campaign stops in Virginia, including to Alexandria and to Roanoke. He also made news when his campaign sent a mistaken missive to Lt. Gov. John Dalton, a Republican, thanking him for his supposed endorsement. Dalton, a future Virginia governor, wrote back: "The letter was obviously misdirected, as is your position favoring repeal of Virginians' right-to-work law and your running on a platform that is liberal, anti-defense, pro-busing and expensive." One of the notable aspects of Carter's 1976 campaign was that he spoke openly about his "born again" Christianity. In a June 1976 Richmond Times-Dispatch story about Carter's faith, Dwight C. Jones, then pastor of First Baptist Church in South Richmond and a future state delegate and Richmond mayor, said: "I think it's going to have an effect on the religious community. It's been a long time since we've heard a political candidate come out with that kind of explicit religious tone." Jones said Carter "has hit a major chord by campaigning in Black churches." But Jones added that he hoped Black people would "require an affirmation" from Carter on his stands that affect them "before we would run en masse to him." William & Mary government professor John McGlennon said Carter's debate in Williamsburg "came at a critical time in the 1976 campaign" as he worked to contrast himself with President Richard Nixon and Vice President Gerald Ford. "Carter carried his own luggage into the Williamsburg Lodge, where he and his staff prepared for the debate. The campus and community were buzzing with excitement about the attention coming with the debate, even if the student body was distinctly Republican, overwhelmingly favoring President Gerald Ford in a campus survey," McGlennon said in a statement on Sunday. In the 1976 post-Watergate presidential election, Carter won nationally, but narrowly lost Virginia to Ford by about 23,000 votes out of 1.7 million cast. (No Democrat would carry Virginia for president until Barack Obama in 2008.) U.S. Sen. Mark Warner, D-Va., worked with Carter as a young law school graduate. “Jimmy Carter gave me my first job out of law school, and I have deeply admired his service since leaving the Oval Office," Warner said in a statement on Sunday. Similarly, Wilder commended Carter, "a man of the South," for his appointment of Black people as judges and other high-ranking positions, such as Andrew Young, a former civil rights activist and congressman, as American ambassador to the United Nations in 1977, the first African American elevated to the position. "You pick a Black man to bring nations together, a Black man of the South, that was bold," the former governor said. Wilder said he was always impressed with Carter's intelligence and professional accomplishments, which he often hid beneath his image as a humble peanut farmer. During that stop, he had a reunion with former shipmate John Kaufman, 92, of Earlysville, after 68 years. Carter was 94 and his vice president, Walter Mondale, 91, when they appeared together in Loudoun County in 2019 for a donor retreat and auction at the Lansdowne Resort and Spa. Iowa Attorney General Brenna Bird is cautioning Iowans to be aware of sweepstakes scams after helping a central Iowa couple save more than $16,000 from a scamming attempt. Sweepstakes scams are when scammers use the promise of a prize to get someone’s money or personal information. These scams typically take place over the phone where scammers usually ask individuals to pay money or provide personal and financial account information to receive prize, which is actually nonexistent. Last month, Bird’s office helped the couple after a scammer called the 72-year-old husband, telling him he won a Publishers Clearing House prize of $3.5 million, plus $5,000 a week for life, according to a release put out by the office on Monday. According to the Canadian Anti-Fraud Centre, Canadians reported $530.4 million (CND) in financial fraud losses in 2022, a 170.2% increase in just one year. And the situation in the U.S. is even bleaker, with the Federal Trade Commission reporting Americans lost more than $10 billion (USD) from financial fraud in 2023. While some scams are obvious, others can be rather convincing. It doesn't help that scams are constantly evolving, and new types of fraud are invented daily. A quick slip-up, and you could be giving away some of your vital information. To protect yourself, Money.ca shares tips to think like a thief and stay current with the most common scams. Facebook Scams While Facebook is a great place to connect with people, it's almost become a prime hunting ground for thieves. One common scam involves fraudsters who set up a group or fan page that looks identical to an authentic brand. For example, it could be an airline or a popular retailer. They'll then advertise a contest where all you need to do is enter your personal information or bank details for your chance to win. As soon as any "brand" starts asking for specific information about you, red flags should be going off. AI Scams Artificial intelligence, or AI, is seemingly everywhere nowadays, so it's only fitting that AI is now making its way into consumer financial scams. Fraudsters are using AI for a whole host of scams, including deepfakes, a process in which scammers employ AI to create convincing voice clones, making it difficult for victims to distinguish between real and fake emergency situations. But the threat of AI scams also extends to phishing attacks, with fraudsters using AI bots to create sophisticated emails, text messages, and social media accounts. These bots are highly personalized and can bypass traditional spam filters, increasing the likelihood of users falling for the scam. Online Shopping Scams Online shopping scams have become a prevalent issue in today's digital age. Scammers have honed their skills and are now specifically targeting online shoppers, who are particularly vulnerable to fraud. These scams are becoming increasingly sophisticated, with scammers creating fake websites and launching social media campaigns to deceive unsuspecting consumers. What makes these scams even more dangerous is that they often impersonate well-known brands, luring shoppers with unbelievably low prices that are simply too tempting to resist. Revenue and Tax Scams Tax scams are a very common form of fraud that prays on a collective fear of the tax man. These scams come in many forms, but follow one basic pattern: Someone claiming to be from the Canada Revenue Agency or the Internal Revenue Service will call or email and claim you owe back taxes. If you don't pay immediately, you'll be arrested or deported. The claim seems far-fetched, but it targets seniors or new immigrants who may not know any better. You'll know it's a scam when they ask you to pay by gift cards or Bitcoin. They'll also tell you that you'll be arrested or deported right away if you say anything to anyone. Just hang up if you ever get one of these calls. Tax authorities will never call you with aggressive language or threats. They'll also never ask for immediate payment. If you're not sure if a call you received is fraudulent, call the agency directly and ask them if an agent has been trying to contact you. Package Delivery Scams Package delivery scams have become increasingly prevalent in recent times. Individuals are receiving fake messages, supposedly from reputable companies such as Amazon, UPS, FedEx, or the post office, regarding upcoming or missed deliveries. These scams aim to deceive you into clicking on links that direct them to fraudulent sign-in pages or websites infected with malware. It is crucial to remain vigilant and exercise caution when encountering such messages. Rental Scams With the cost of rent rising in many parts of the country, many people are looking to cut back on their living expenses. Thieves know that and are starting to exploit people by putting up fraudulent ads about apartments or rooms for rent on sites like Facebook Marketplace and Craigslist. The price will usually be a touch below market price, which will drive up interest. These listings will look legit as there will be plenty of pictures, but once you reach out, you'll know that it's a scam as they won't do a face-to-face showing. While it's easy for locals to verify if the rental available is real or not, fraudsters target people who don't live in the area, but need affordable housing. Also, note that this scam doesn't apply to just monthly rentals. The same scam has been used for short-term rentals in popular tourist destinations. The fraudster will demand the first and last month's rent via wire or e-transfer. Once you've made the deposit, you'll never hear from them again. To avoid this scam, always view the property in person and verify the person is the owner. The easiest way to do this is to ask to see a property tax bill with their name on it. You could even check with the city's public records to verify ownership. Fake Employment Scams Many job postings online look legit, but are clearly fake. One of the most common job scams involves working from home. Your new employer will send you a cheque. You'll use part of that money to set up your home office. The rest of the money will be sent back to your employer via e-transfer. The cheque will seem legit at first since some of the funds become available right away. However, the cheque will eventually bounce after a week or two. While you could return any items you purchased, there's no chance of recovering the funds you sent via e-transfer. So although you're clearly a victim of fraud, your financial institution won't be returning any money to you. Protect Yourself From Financial Scams Fraudsters are constantly coming up with new scams, so it's important to take steps to protect yourself. TOUCHING tributes for the late Jimmy Carter have started to flood in for the "extraordinary leader" who has died aged 100. Joe Biden and Donald Trump have led the heartfelt messages to the beloved former president whose death was confirmed by his family earlier today. Carter, the oldest president in history , and the only one to become a centenarian, has been survived by five other American commander-in-chiefs who have all left touching homages to the great man. President-elect Donald Trump remembered Carter for his leadership and urged Americans to keep the late president's loved ones in their " hearts and prayers". Trump wrote on Truth Social: "The challenges Jimmy faced as President came at a pivotal time for our country and he did everything in his power to improve the lives of all Americans. "For that, we all owe him a debt of gratitude. "Melania and I are thinking warmly of the Carter Family and their loved ones during this difficult time." He later posted a second statement which acknowledged the pair's political and philosophical differences but praised Carter's clear love for America. "He truly loved and respected our Country, and all it stands for," Trump added. "He worked hard to make America a better place, and for that I give him my highest respect. "He was a truly good man and, of course, will be greatly missed. He was also very consequential, far more than most Presidents, after he left the Oval Office." The man Trump is set to replace in the White House in just a few weeks time in Joe Biden described Carter as an "extraordinary leader, statesman, and humanitarian". ($KODK), a former giant in the photography industry, jumped by more than 22% to over two-year highs in Monday morning trading after the company announced a major asset sale to the Mastercard Foundation, the charitable arm of Mastercard Inc. ($MA). Kodak is selling illiquid assets from its Kodak Retirement Income Plan (KRIP) for $550.6 million in cash. The deal is expected to close by the end of the year. In addition to the Mastercard Foundation agreement, Kodak plans to sell an additional $87.3 million worth of assets to four other investors for $61.7 million, with some of the proceeds expected in 2025. Following the development, Kodak's shares jumped to highs last seen in August 2022. Kodak’s board of directors is also considering fully terminating KRIP, a pension plan established for its employees. If this happens, Kodak estimates there could be between $885 million and $975 million left over in surplus assets after paying off all liabilities. “At this time, the Board has not yet made a formal determination to terminate KRIP,” the company said in its SEC filing. KRIP also holds hedge fund assets worth $917.2 million as of Sept. 30. Most of these are already being redeemed, and the proceeds will go toward paying off the plan’s liabilities. If the board ultimately moves forward with terminating KRIP, the company will sell off its remaining hedge fund and illiquid assets to fully meet any outstanding obligations. India’s annual merchandise trade deficit at over $230 bn is among the highest in the world. This is further evident in the subpar manufacturing performance of the past 10 years. Manufacturing as a share of GDP remains stagnant at 15-16%. This is at least 9 percentage points lower than the ‘Make in India’ target of at 25% for 2025. Other than the need to import gold and oil, the heart of our trade deficit stems from imbalanced trade with Asian economies. Of these, the biggest is our trade deficit with China, at over $83 bn a year. Our industrial machine can’t compete with the Chinese one as they sell to us 6× what we sell to them. Is this all a result of free trade? Not quite. What really exists are state-backed national manufacturing systems that compete for the best industries in the world economy. And that is where China, along with other East Asian nations, has had tremendous success. Lest we forget, China’s manufacturing behemoth is built on the back of state-owned enterprises, subsidies, export discipline and preferential support to its own champions. And vast investment in logistic and energy infrastructure, which makes running factories cheap and easy. Best examples of such support are EVs, where China accounts for over 80% of the global non-hybrid EV production capacity, and solar module manufacturing, where it also controls about 80% of global production capacity. Beijing poured over $29 bn into EV firms between 2009 and 2022. For the solar module industry, Chinese state banks extended over $43 bn worth of subsidised loans to various manufacturers, and provided financial incentives for consumption of these solar panels. Growth of China’s steel and shipbuilding industries lends the same story of government support and import resistance till the creation of massive production capacities. Manufacturing has increasing returns to scale — the more volume of cars produced, the less each car costs to make (and the cheaper it can be priced). When industries are at their ‘infant’ stage, they need that added support to reach scale to become globally competitive. Today, China’s behemoth capacities across sectors imbue it with spectacularly low per-unit costs. And make it almost impossible for other industrial systems, especially India’s, to catch up in the context of ‘free trade’. Freer the trade between two asymmetrical developed manufacturing systems, the more advantage will accrue to the system more developed in terms of scale, tech and knowhow. It’s why India, with its very low wages, has glaring deficits with almost all advanced manufacturing nations, whether China, South Korea or Japan. The past decade has seen a spate of approaches to push Indian manufacturing. India needs to learn from failures and successes: FTA fetish: India needs to eliminate most of FTAs, as they have led to increased deficits. FTAs with Asean and South Korea come to mind. Both have countries — Vietnam and South Korea — where bureaucracies play an intricate role in promoting manufacturing, in a manner simply unworkable in India. The result has been consistent deficits. Since the onset of IndiaSouth Korea FTA in 2010, South Korea has sold twice as much to India as the other way around. Instead, India needs to secure FTA with economies where our trade relationship is likely to go the other way – more exports than imports. So, an FTA with an economy like Britain is a better idea. Nimble with tariffs: We need to start instituting high selective tariffs for industries that need additional push to reach a critical scale. These industries can vary from time to time — tariff on laptop imports to promote assembly and manufacturing, for instance. India is a large market, and most foreign brands will switch to Indian manufacturing when faced with price escalation that importing laptops entails. PLI, please: PLI schemes should be continued. When implemented well, it has led to success, the smartphone assembly industry being a case in point. GoI needs to double down with best practices copied across all ministries and departments. Xport marks the spot: Direct merchandise export incentives, earlier curbed under WTO pressure, need to be back — they target precisely where Indian manufacturing flounders the most. Exporting selects for quality and acts as a profound disciplinary force as manufacturers compete with the best globally. India should not buckle much under WTO pressure. WTO has consistently been unwilling to rein in unfair trade practices from various East Asian countries. With Donald Trump threatening blanket tariffs, WTO is likely to be rendered even more impotent.

Quikrete has also obtained commitment letters for the financing necessary to complete the deal, which is not subject to a financing condition, according to a company statement confirming the transaction. The transaction price represents a 36% premium to Summit's 90-day volume weighted average price and a 29% premium on its share price as of Oct. 23 when talks of the acquisition first emerged. The deal is expected to close in the first half of next year. Morgan Stanley and Evercore are acting as financial advisors to Summit, the statement added. "This combination, and the value it creates, is a testament to our stellar strategic and financial performance, agile operational and commercial execution, and to the strength and talent of our entire team who have delivered a 34.6% annualized return since we began to develop our Elevate strategy on September 1, 2020," Anne Noonan, Summit Materials president and CEO said.
